Many users of  3 , TIM and Vodafone have surely noticed that the new iPad 3 can not activate the ' Personal Hotspot recently introduced by Apple on its new Tablet . The function, it seems, is at present exploited only by users with the Wind, but a little trick can also be enabled for customers of other operators, as we see.
Premise: Perform the following steps is not necessary to have the iPad Jailbroken (because we all know that no Jaibreak is not out yet for the new iPad) you run around with only the use of the computer and iTunes.

Execution
1.  MAC and Windows :
MAC : With iTunes closed, Launch the Terminal  in Applications - Utilities and type the following command:
defaults write com.apple.iTunes carrier-testing-bool TRUE
WINDOWS : run the command line, activated by the key combination " ALT + R "  and type the following command:
% ProgramFiles% \ iTunes \ iTunes.exe / setPrefInt carrier-testing 1
64-bit Windows : Enter the following command:
C: \ Program Files (x86) \ iTunes \ iTunes.exe "/ setPrefInt carrier-testing 1
2. Launch iTunes  and connect the new iPad , go to the screen of your iPad  on Mac , press the Alt and click on restore . On Windows key Shift button and then restores .
3. From the window that opens look for the file . IPCC operator for your previously downloaded and select it.  iTunes rirpistinerà the file of your operator .
4. Restart your iPad  and go to Settings  -> General -> Network  you should now see the feature Personal Hotspot .

  1. My iphone does not appear the option of personal hotspot (I have 3g internet TIM Brazil), in time to restore it only accepts files of type *. Ipsw and not *. Ipcc. What I do for it to accept files of type ipcc? Or you have *.ipsw file?
